@SBOY have you tried entering your Plaza to force the SpotPass, and are you sure your SpotPass is enabled in your Plaza settings? I suppose it's possible they didn't send it to people in Quebec because of the English SpotPass notification, but I can tell you I got the SpotPass in Canada outside of Quebec.
Yep i´ve play in the plaza and let it open for 5min and nothing! Spotpass is open since day 1 and i`ve received Reggies in the past! Tonight i´ve got old notificstion from Nintendo (Pokedex, Nintendo Video, etc) but still no Moffitt... I´ve write about it to Nintendo and nothing so far...

Ok so I change (again) the language to english and open the Plaza and BANG a blue light but no Moffit... So close de plaza go in notification and it was there... I click on the "open software" and there he was... Turn back my 3DS to french and still working now...
