You have to enter the credit card information EVERY single time.
That's so if it's gets hacked/stolen/lost no one can steal your details or spend your money.

It would be a real pain for the kid, who has to input the credit card information at least 20 times to come close to $1000. The kid would also have to buy things constantly, since the wallet only holds $200. Could the kid even find over $1000 in content he wants that would warrant inputting the code so many times? By then, the kid would either be caught or he would memorize the code...in which case, the parent has worse things to worry about.
It just screams "pointless restriction", but it's so pointless that it's hard to get mad about it.
