Way to go Nintendo, I hope replacing this wont be a headache, granted the place where I bought this from will exchange it. I'm almost at the point where I don't even want it anymore.
If you're talking about that small light underneath the touch screen, that's completely normal and even I have that on my XL's touchscreen. Its probably got something to do with the manufacturing defect of the touch screen?
However, if the screens are constantly blinking from bright to dark, try turning off the power save mode or report to Nintendo.
It amazes me that consumers are fine with having a defective unit even if minor, this is uncalled for on Nintendos part. If they want our $200 they need to take better pride in quality control. This minor issue should of been looked at before it even hit the assembly line.

Every product that leaves the assembly line has a possibility to be defective. Even a quarter million dollar Patek Philippe may sometimes be defective as well. If your product has a defect, just get it replace. No need to throw a tantrum.

Dude I'm fine with it because it doesn't effect the usability or longevity of the product. If you aren't happy with it then just return it for a replacement,
Nintendo has the lowest flaws in the industry and the best built products that last long, iv replaced my XBOX ONE and PS4 due to major hardware problems,,,, I have yet to have a single nintendo product to fail on me in all the 25 years iv been receiving/purchasing ninendo consoles/handhelds and as a collector I pretty much own every nintendo handheld/console they have released. Even my original NES boots a game on first try...
Every hardware launch has a larger ammount of defective units and small manufacturing imperfections, if you don't want that then don't purchase a console day 1.
Check your top screen of the new 3ds it moves left and right 1mm and if you look there is a gap and you can see silver metal, are you going to have a meltdown because it's normal...
