My 2DS has Wireless switched on and in sleep mode, yet I'm not getting any streetpasses. Though it could be possible that there aren't anyone around to streetpass with, this is very unlikely. And when I put both my N3DS and 2DS side by side in sleep mode with wireless switched on, they don't streetpass each other either!
Both my 2DS and N3DS has different NNID accounts and different Mii's.
Systems: Wii U, Wii, New 3DS Ambassador Edition, 2DS
Amiibo Collection: Villager, Rosalina, Zelda, Sheik, Toon Link, Link, Marth, Ike, Robin, Lucina, Pit, Shulk, Fox, Yoshi, Toad, Squid Inkling, Meta Knight, Ganondorf (pre-ordered), Yarn Yoshi (pre-ordered)
You probably already checked this, but just for be sure, did you activated streetpass on your 2DS?
All softwares, including the preinstalled Mii Plaza, requires to have streetpass activeted before working.
