I played the demo on my new 3DS XL recently, And while I enjoyed it I was disappointed by how jaggy the graphics are and how bad the frame rate was at times.Is the final retail version any better?

Yeah, if you have a PS2 or a PS3 or a Vita... or even a 360, get a version for one of those. It will be in every way superior for probably a lower price.

I don't get how the game for the other platforms will be superior to the 3DS version besides the resolution...unless you mean that you also get the other Metal Gear games for the lower price

It should be obvious. Better controls, higher resolution, higher FPS, the PS2 games still have all the easter eggs that had to be taken out of further releases and all the extras that were not included with the 3DS remake... I think I've posted about all this before in the actual thread for this game.
But it's still the same game right? Other than the controls and resolution, it still seems to be the same. As for the easter eggs, weren't there new ones exclusive to Nintendo incorporated in the game? I'm being honest. Anyway, I'm not saying that the 3DS version is superior by any means, and the HD collection is a better investment anyway :3
PS2 version will always be worth it for the monkey shooting mini game. ;(
I hear the final retail version has better graphics, but I don't have the game myself so I can't confirm.
I have the game (one of my fav 3DS games), and have played the demo. The graphics are pretty much the same, but the framerate is better.
I'm not going to say the non-CPP control scheme is just as good as the options on other systems, but I certainly didn't have the slightest problem with them (and if you have a CPP, it'll control just as good as any other version). As for the graphics, the 3DS can't match the higher resolution of other versions, but the 3D effect inhances in a way other systems can't replicate, so it all evens out.
I'd still get it for PS3/360/Vita if you can, but that's just because you'll get the other games with it.

I will say that just from what I played on the demo, the non-CPP controls work really well and I actually liked them. So don't let that be a turn off.
Other versions are still better of course.

played through the demo multiple times and finished the retail game.
no problems with framerate. no controll issues without the CPP.
great game. 3D is AMAZING !!! this game has such a great atmosphere and the 3D really enhances the experience for me. go get it!
you won't notice any framerate issues once you start playing. the rate isn't necessarily fluid, but it works.
the graphics are similar to the ps2 version but the 3D really makes it pop. there are some moments where the visuals are really stunning, partly thanks to the 3D, that you won't get in the HD version even if it looks much better in other ways.
my only complaint was that i didn't like the FPS controls (with the cpp) at all. it's so slow and clumsy that i had to switch back to 3rd person to keep up during boss fights.
Personally,I think other versions of the game are better. The framerate isn't that big of an issue unless if you play the HD collections, in which case you'll constantly be thinking about how much more fluid it is on the console. Also, MGS3 isn't exactly a game that works great for portable gaming. If its your only option, go for it, but otherwise you should go for the HD collection.
Honestly, I would say yes. The retail game is actually very playable, with a solid framerate during gameplay, and crisp and clear graphics. The demo is a muddy jaggy, laggy mess in comparison. I have played them both.
There's no denying that the HD collection on consoles is a better value, but the 3DS version is a lot more playable and good-looking than people make it out to be.
I really should play this again, I'm stuck on ocelot....
