Try to press A, B, X and Y when the Mario Kart 7 title screen appear (after you booth up the game).
Read the incredibly tiny booklet, and the e-booklet (or whatever it's called). Odds are one of them has instructions.

What he said. If that doesn't work, hold those AND L and R. If Nintendo doesn't give you a menu item for data deletion, it means they want you to push a bunch of buttons at the start.

Glad that sorted it out. If it's of any help to you in the future, Mario Kart 7 actually has an electronic manual - whenever it's in the system, and selected by the cursor, check the bottom bar on the touch screen and tap the "Manual" button to read it.
Thanks guys that did the trick! All cleared now. I appreciate that cause I bought the game cartridge only....no manual or case.
3DS manuals are very simple, if they exist. @Cipher kindly indicated something very important, when you select a game on the home menu, there is an option that reads "Manual" for most games, touch that. Extremely helpful for many games.
@Mariofan18456199 When you launch the game you can choose Single Player, Local Multiplayer or Online Multiplayer.
