No it is not. It's a Party game that thinks it's a racing game. However, that doesn't excuse it from being cheap. Super Smash Bros. is a Party game that thinks it's a fighter, yet it's actually fair most of the time, so why can't Mario Kart? All it has to do is get rid of some cheap items, change its AI so they don't cheat, and maybe restructure what Items it gives out and when. Wipeout and Blur have Items, too, yet they somehow figured out a way to make them fair and fun. I personally think Nintendo could learn a thing or two from them.

I don't get this. How can a game "think" it's a genre?
The blue shell is pretty annoying, but then I remember I'm playing MarioKart. I'm also usually playing it multiplayer with my friends so the blue shell affords us yet another opportunity to laugh at each other's misfortunes as a stroke of luck takes away their first place finish.
It's absolutely a "party" game, and anyone who says otherwise is taking the franchise way too seriously.
There's a good balance to the game. Anyone who has a decent amount of skill will have no problem beating the computer the vast majority of the time, and against other humans the items make it fun. If you "balance" the items too much then you're just left with a basic racing game; that's not what MarioKart is going for. It's going for a party experience.
@Krimbatize, Sir, I appreciate your conviction, but i have to disagree. Thunder Cloud for example, sometimes when you are racing online with only one or two guys, even in third place you may catch it. Now, if you are far from the other too, that item is pointless . That will only help the others. And when you are crossing or jumping some platform you already know what will happen next. And you are talking about playing with your friends for fun(I get it), but competitively, it's just annoying. The game even offers a points system...and it's just, for fun? I'm sorry, but i like to win, and being in first place in the last lap, and taking up with all @#&% in the last 3 seconds and losing +100 points isn't ...fun.
@Krimbatize, given that you compared Mario Kart to Monopoly and rolling a dice, I think its safe to say that you said it didn't require much skill, therefore being about luck.
I'm taking it too seriously when I say a game with cars isn't racing? Sound like it's the other way around.
I said it's not a racing simulator. Obviously it's a racing game, but it also has a party feel to it because of the luck with the items.
Look, I don't know why people complain about the luck and imbalance of the game so much. It's fun when playing with friends, but even online competitively the best racers almost always win. Does the blue shell screw someone over? Sure, but it does so with everyone.
I agree that some items are pretty stupid, and have rightly been taken out of the game. But a certain someone not surprisingly said that all but ONE item of the game is stupid because the rest are unbalanced. Cry me a river. The best racers overcome the luck more often anyway.

Try not to think about so many things in absolute terms. I said it had elements of luck to it, just like rolling a dice in a board game. When you include a dice roll, or an item box in a game, then obviously luck is a part of the game. My point there was to that to then complain about luck in a game that uses a random item box is ridiculous.
MarioKart, just like so many games, has a mix of luck and skill involved; I think the skill far outweighs the luck part, myself, but as long as there are random items to be had, then luck will still play a role.
I don't care much about being hit by items when playing with friends and family locally because its fun. But my God online can get so annoying. Especially when you're doing good only for that to be the opposite in a matter of seconds. While I think everyone deserves a chance to win, someone in last place shouldn't get the items they get that allows them to just skip everyone who was doing well.

Thanks for pointing out the obvious. The reason people despise the blue shell is because we almost always use skill to reach first place and to remain there until a blue shell arrives. When it arrives it almost always takes first place away which destroys the purpose of having skill to begin with,

Not all of the items are unbalanced. Let's take Mario Kart Wii for an example. Other than the blue shell and lightning could, everything is fairly balanced. But the items aren't the only problem here people always fail to realize. The position you're in should determine how wide your range of weapons range from. If I'm in first, I should only be limited to a single green shell and a single banana. Second place should be limited to red shells and green shells. The only way to obtain a blue shell is if the first place racer is substantially ahead of the second place racer.
Also limiting item box encounters would help as well.
