No, of course not. The 3DS can only do so much, and video chat is not one of those things. You can video chat on Wii U though. However, I bet portable video chat will definitely be a possibility when the HDS comes out. I mean, if Nintendo is releasing the 2DS, then the possibilities are endless.
EDIT: I just read the Pokemon Black & White 2 thing. I was referring to a 3DS video chat app, though.

Yeah, so there's nothing that's specifically for 3DS. But B/W and B2/W2 are DSi enhanced, and the 3DS is backwards compatible with DSi features.

change of subject, but have you played Sonic & All Stars Transformed on the 3ds? Love it on the Wii U. if you've played it on the 3ds, is it worth while on the 3ds?

The first Pokemon B/W is only voice, I didn't know the second ones had video too though, that's kind of cool.

A video chat app may show up one day, it's not impossible, the 3DS does have the capabilities for it built in. I believe the Japanese have a voice chat app already, wish it was available to the other regions by now, but it may one day be made available here. Sonic Transforms is a good game on the 3DS, you can download the demo version in the eshop if you want to try it out.

@KittenKoder: It's voice-only if you're playing on a DS system that doesn't have a camera (i.e.: Original DS or DS Lite); the same goes for B2/W2.

The 3DS could easily pull off a video chat app. I just think its really funny how Nintendo keeps pretending like they are giving the "App" section on 3DS Eshop some attention. They literally put the "NEW" ribbon on the app category in 3DS Eshop on every Nintendo Download. I'm like: "Why do they keep doing this??? Nintendo hasn't added a worthy app for 3DS in ages!". Speaking of apps... We need some kind of anime/manga app and a Youtube app for 3DS. XD

I own a Wii U and 3DS. I also own a PS4!

There's not even a way to IM on the 3DS so video chat is a no. It is possible though, why they won't put out an app idk.

You can write (very) short IMs to people in Animal Crossing: New Leaf.

I believe I misinterpreted. The 3DS is more than likely capable of video chat, but it is just not available on the 3DS at the moment as an app. But I bet Nintendo's next generation portable, most likely an HDS, will have a video chat app pre-installed. Just a prediction.

Swapnote(which I hate, I'd rather just have a wifi enabled pictochat),3DS status updates, or you're outta luck.

IM and voice chat is possible on 3DS. It just doesn't exist.
Maybe when they allow 3DS to access Miiverse(which will presumably link to Wii U), they'll have the Video Chat app on there.
