It certainly has me scratching my head. I guess I just feel that GBA to 3DS makes more sense than GBA to Wii U. I also imagine the GBA titles will look a bit stretched and pixelated on a TV. I suppose that's what the gamepad is for, but if the games are meant to be played on a tablet/handheld device, why not just go for putting them on the 3DS? Perhaps they feel that having GBA titles on the Wii U will attract more users? I think they'd be wrong of course, and I doubt that's their reasoning, but I s'pose it's possible.

No, that's entirely the reason. Why else would Nintendo be bringing DS games to the Wii U? Why would they not bring GBA games to the 3DS? Why would they not bring SNES games to the 3DS?
To which Nintendo is asking themselves: Why give the 3DS another great feature when it's already so great, when we can give it to the struggling Wii U?
They are are trying to get more people to buy the Wii U through any means possible. They're trying to win back their audience. And they're trying to get their 3DS audience good reason to buy the Wii U.

This isn't entirely true. Remember they still have yet to make Gamecube games come out of the Wii U. And while I am disappointed that GBA is only on Wii U, I'm pretty sure that that isn't their sole intention for GBA since they already made an ambassador program for the 3DS so eventually we will see GBA games on the 3DS soon........I HOPE!!!!!!!!!!
But still, this won't be enough to help boost Wii U sales. Did the VC on 3DS helped boost the sales of the 3DS a LOT? No. And that's because it had games that people wanted like Kid Icarus, Fire Emblem, Mario etc. It even has Star Fox 64 3D which I'm sure should have sold well by now.

However, this is a company that has good reasoning at times, and flawed reasoning at times. Remember, this is a company that was originally scared to release VC games at a rapid rate because they feared it would lead to a decline in their retail games sales.
Yes, the 3DS VC didn't help 3DS sales, but let's face it: the 3DS VC is lackluster. It only features NES, GB, and GBC. A very limited library.
Also, 3DS sales increased for two reasons. First, it's unprecedented price drop, and second, it's outstanding line up. But, the Wii U doesn't have these advantages. Yes, the Wii U has good games, outstanding games, but it's lack of breadth and variety is what's holding it back. Therefore, Nintendo has to resort to other, not as effective, methods.

There are many people who would gladly give up the features of the virtual console in order to play GBA games on their 3DS. Also, can you still put GBA games in sleep mode manually? I know games like Yoshi's Island had it. But there were a lot that didn't.

It seems like such a bad decision. I mean, I don't have any numbers or statistics or predictions or anything of that nature, so maybe I'm way off base and this is a great choice they're making, but they can't possibly be that stupid, can they?
I'm seeing it as someone at Nintendo of Japan saying, "Hey! Let's sell DS and GBA handheld games, dating back as far as 2001, on our new home console! That will CERTAINLY get people to purchase the Wii U!" And a roaring round of applause from the rest of the board (or whoever else makes these decisions).
Like I said before, these types of decisions aren't surprising at all to me, but I still don't get it (their reasoning and such).
EDIT: That's not to say that I think selling GBA/DS games on the Wii U is a bad idea in general. I just think that prioritizing those systems games on the Wii U first rather than the 3DS, in the hopes of it selling more units is a bad idea.

I read this alot... I have the ambassador GBA games, and they did a silent update to enable sleep mode, but it still continues to say it's not possible on the bottom screen. I like the 3DS' bigger screens, TBH. You can press select to run them at the original screen size, but they obviously haven't perfected their means of running GBA on 3DS.
Perfect GBA playback would enable the games to take up as many pixels as the bottom screen has, without blowing up and washing out the picture.
Edit: also, yeah, GBA games that had Sleep Mode originally do enter sleep mode by closing the system on the 3DS.
Probably. I think VC will have alot to offer eventually. It just takes a LOOOOONG time, obviously.
I was pretty sure all of the games can go into sleep mode. I just looked at MK: Super Circuit, and that one has sleep mode, without originally having it.
