If you stick to the mobile version of websites, it'll work fine (although Nintendo of Japan's website works surprisingly well for desktop).
Just take note that you can't watch videos (like YouTube) and if a website's comments section is Disqus, the comments won't load (and you can't comment). IGN for example uses Disqus, while NL does not (meaning you can comment on NL with your 3DS, like I'm doing now).

Pretty slow. I only use it when browsing mobile websites. But you really won't rely on it for internet browsing. I only use the browser on a few sites such as mobile twitter(pretty nice), facebook (good enough), mynintendonews(page doesn't always fit), nintendolife (awesome ;D), yahoo mail. Basically, you would not use the browser to surf the internet. :3

It's a little sluggish, most pages these days are heavy on image usage and designed for wide display areas.
It does well with mobile optimised sites however, no mistake about that.
The 3DS Browser appears to run using only the memory allocated for the system, using none of the resources allocated for gaming.
If there were an option to boot the browser like any other 3DS title then we could see a much better performing browser for the system.
It isn't bad. I use it all the time. While it is slow, you can still visit some of your favorite sites like NintendoLife or ClubNintendo. If I'm at home though, I'm more likely to use my computer, but if I don't feel like walking two feet to look up a walkthrough or something, I whip out my 3DS and get on it.

The Wii can play Youtube videos,while the 3DS can't.
The Wii runs out of memory to display the page a lot,while the 3DS doesn't hardly do it.
But you should have a Computer,so stick with that,or a smartphone.

It's alright if you want a quick gaming tip, but it's not meant for heavy internet searching. It's better if you actually know the site URL you want to go to since it can take a while to load what Google searched.
It's fantastic with mobile sites, not the best by far, but it gets the job done quick enough. It's good for checking your e-mail, news, NL and my bank account, but any heavy browsing then I'll use my computer. The Wii's is as archaic as it comes, I feel sorry for those who actually paid 500 Points for it...
As others have mentioned, it's slower than smartphone browsers, doesn't support Flash/HTML5 video (no YouTube) and tends not to fully load image-heavy sites. Aside from that, it's a nice browser, and the controls are pleasant to use. Circle pad to scroll up/down, X/Y to zoom in/out, d-pad can select links and A button to go to selected link. I use it to read news on mobile sites (e.g. New York Times, NL works very well on it), you can bookmark up to 64 sites so it's quick at loading mobile sites you visit regularly. It allows for image saving/uploading, so you can at least share photos and such online.
A little quirk I noticed with the keyboard and browser is neither enter/confirm button supports sending form fields, so if a website has a poorly-designed login with no submit button then you can't log into the site.
