In order to play, yes, you need a voltage converter... So you'll be able to charge the device. They won't include the US male plug with the 3DS, they'll have a UK one.

Why don't you just get a US one? If you already have a 3DS, then I could see more purpose to it(I still wouldn't do it. I'd rather buy the games in my region anyway), but if you don't have one at all, I don't see why you would want to have to possibly import all your games.

But there is a really darned good reason to import an American 3DS to PAL regions. And there's even more reason to import Japanese 3DS' to any English-speaking region.

I have a reasonable level of conversational Japanese.
An imported 3DS will only play physical games imported from the region as well, but downloading games can avoid this. And as others have said, you can get a power converter, or you can just use a North American 3DS charger. It will work just fine.
Though I think you might want a better reason to import than it 'being sweet.' You really aren't getting much of an advantage game wise, because very very few games that come out in PAL don't come out in NA.
