Because English is their second language and apparently the Japanese language doesn't cover all words.

Keep in mind, the American English dialect commonly uses French and Spanish words too

Most Japanese people know a few basic English words. In magazines and the like, using English works like bolding and setting the font size to 172: It stands out.

But no, English is most definately not a big language in Japan.

And as LZ said: think about words like "cafe," - English is filled with words that aren't english at all.

Romance of the Three Kingdoms on DS
Samurai Warriors 3: Empires on PS3
And a dating game thing special edition for $20.
