What evidence do you have for this? The only way I can see this being possible is for pixel-art, where every pixel is coloured individually.

But for most of the 2D graphics you see on 3DS, they were probably either drawn on and scanned or they were drawn on a graphics tablet at a high resolution. They are then scaled down to the resolution that will be displayed in game.

But for 3D games, I'm pretty sure the underlying software technology is the same. For PC games, you can general pick any resolution in the settings. Playing Wii games on the Dolphin Emulator, I can render at higher resolutions than the Wii supports.
