How many people would be willing to likely buy another SD card for more space so they could download the GTA games? I doubt many people have a card big enough, especially with how the 3DS isn't really focused on its digital front. Yeah, you could say that full games are on the eShop, which is true, but considering that they're all the same price as the retail counterparts at launch, and considering that the system comes with a small card, and also the fact that Nintendo doesn't ever have sales... Yeah, Nintendo's focused on physical.
There's no way Rockstar would make money on this, pure and simple.

B) You don't know anything about technology, it would depend on how big the cartridge is not how much hardware power is required
