That should DEFINITELY be added. Because when I have a friend online, I want to chat with them, but i can't! It's fail. If they dropped PictoChat support, they should at least give us SOME way to chat with friends. Again, it's fail. What do you guys think?

As lz said, some sources provided questionable statements that Nintendo were working on an messaging service for 3DS users, although it seemed pretty real. Anything after that found itself in a deep black hole.
What about a Chat option that mimicked the Wii U Chat? The 3DS can definitely do a video chat since it has an online connection, a camera, and (most importantly) a microphone. And as if that wasn't enough, you can video chat in Pokemon White and Black as well as see your face Nd the face of your opponents in Starfox 64 3D.

it's up to you who you add into your 3DS friends list, and it's your choice who you speak to if nintendo added the chat feature.
nintendo could also add into the terms of use that anything said or shown via the chat feature is solely dependant on the people using the chat feature and not nintendo's responsibility. this way nintendo have the backs coverd if worried people try to sue. if you don't read the t's and c's that's your problem.

never thought about terms of service or use but that would be great. Ninty isn't liable for anything. But man, Nintendo will always be Nintendo
I'm kinda bumping here, But this is very do-able. Why not select something like "Invite to chat" on the top of a friend card. Then you can select text, voice, or video chat. Then your friend's 3DS will notify him via the right light so s(he) can agree and chat with you. Swapnote is great, but this would be (A LOT) better. Maybe nintendo just doesn't want to let people quit using swapnote...
