Because it'd be a huge plot convenience if she didn't have one in the battle and just happened to have/find one in the cutscene. Otherwise... the cutscene gods renders any staff useless unless they want it to work.

I get situations like that often.

Skill does affect hit rate. This game has something against me. Sully got hit by an Archwind spell with a 40%. Virion missed with a 90%.
