So I bought a 3DS a wile back and it was working fine and i woke up today to play it and the selection box in the menu was stuck moving to the lower right and i can't seem to fix it. I went and checked to see if it was still under warranty, unfortunately it was not but then i realized i hadn't done the club nintendo extended warranty would it still work even it the other warranty expired?
I don't think so. You can try though. Nintendo might ge able to help fix your menu problem if you call them. It sounds like the button thinks it's being pressed ←↓. They might be able to tell you a method to reset the button state to normal.

Use a toothbrush and use the bristles to clean in between the buttons and the casing. Use rubbing alcohol if you need to, or other cleaning stuff that's safe for electronics/metal.
If cleaning the buttons doesn't help, you'll need to call Nintendo to help you reset the buttons, or get a repair if the buttons have something actually physically wrong with them.

That didn't and can I just e-mail them because I only have a few minuets left on my cell and i don't have a land line so would that work?
Yes you can email them but they probably won't reply until Monday.
