The simple answer is that we just don't know. Since the original release date of last April was changed to 'TBD', Nintendo haven't said anything about it at all.
You can find the game's page on the official Nintendo website here which should show the release date if/when one gets announced. Personally, since it didn't sell well in America I doubt they'll bother releasing it here at all.
That's weird, especially that it didn't sell well. I bought a download copy of it (The only game I've ever bought a retail download for) and I really enjoy it. If it hasn't been released yet though, then it doesn't really seem like it will ever be released, but you never know with Nintendo.
I'm pretty sure it will still be released as much of the localisation must be complete. I guess they'll use it to fill in a blank spot in the 3DS' release schedule.
