Home Menu skins are for all, but I think that Web Browser and Miiverse are New exclusives. Not sure though, I am not Japanese, nor can I read their language.

NoE and NoA announced the home menu themes but so far the rest is just for the new 3DSes. Nintendo UK announced that the earliest the new 3DSes will be out are 2015 for the West
