How is that possible. 3DS internet is free anyway. Unless the 3DS you have is a VITA with 3G

@Deemed: You'll probably need a US or European region 3DS to get it... so if your 3DS is from a region without the Nintendo Zone app... making your Wi-Fi into a NZ won't do any good, either...

I'm in Australia and I managed to get it, I changed the SSID of the wireless mode to "_The Cloud" and it showed up after that. That's how I managed to get the animal crossing distribution items. I'm sure if you do the same it will appear.
