We all know by now that with Gen 6, there's gonna be over 700 Pokemon. We also know the game is going to be in full 3D, and the Pokemon will all have cel-shaded 3D figures.
That's the problem: every Pokemon has a 3D figure, and there will be over 700 Pokemon.
What if, due to time constraints, you will not be able to acquire Pokemon not featured in the game at all? What if they're just not in the game's code?
Now, I know all existing Pokemon already have a 3D figure (as seen in Pokedex 3D pro); however, those figures feature a completely different art style.
If we look at previous 3D Pokemon games (from Stadium 1 all the way to Battle Revolution, and including Pokedex 3D Pro), we can assume GameFreak simply "transferred over" past models and devoted their time in creating new ones for newer Pokemon. (Yes, I know game design is not copy/paste level of simplicity, but the 3D models were close enough to be transferred over or replicated in minimal time.)
The art style in X&Y looks nothing like previous Pokemon models, meaning that at one point, GameFreak had to create brand new models for all 700+ Pokemon using the 3DS' engine which means they had at most 5 years to work on all this (assuming Nintendo offered them the 3DS Development kit 2 years in advance).
Meanwhile, another team must have been designated to create the actual game (regions, artwork, characters, etc).and they had to create brand new models and stuff as well.
So, what could all this mean?
Unless GameFreak has some crazy large dev teams, it means either: the actual game will be rather small and short, or we won't have full access to the 700+ Pokemon.
Didn't some people already talk about zigzagoon's and azurill's lines being present? Not sure how true that is, but I'm just going to go with those statements.

However, if "Project Cafe" was anything to go by, the earliest GameFreak could've gotten the SDKs was around 2008. I know 5 years seems like a long time, but GameFreak also released other Pokemon games during that time. They've said B&W were in development for 3 years or something meaning most of their earlier resources went into those games.
I just can't see where in GameFreak's timeline Pokemon X&Y fits...

Separate teams probably started with X and Y while they were developing 5th gen I assume. It wouldn't be the first a company has done that. I believe Ubisoft claims to do that.
Preeeeetty sure Masuda said they've been working on X and Y for 5 years. (I wanna say 6 but I know that's just my imagination, I think.) Although maybe 2 of those were just design and working on the whole worldwide release thing.

My question lies in how they were able to make over 700 3D models...
Making the 3D models for every single pokemon can't take them more than 2 years (specially since they already have models for every old pokemon, translating them to the new style is not that impossible), and they're easier to work with than multilayered animated sprites.
Pokemon is one of the best selling series of all time and there will be more games within the sixth generation, because of that they have included every single pokemon in every single game, even pokemon that can't be normally used in these games (think: older pokemon in Ruby and Sapphire during the time they were released).
Gamefreak can't afford overlooking something so vital as including every single pokemon in existence. They simply can't leave pokemon out if they plan to release more games. A big part of the series is the conectivity between games within a generation.
3D models are actually much easier to work with and animate than sprites. I'm more impressed with their ability to make 1300+ animated sprites (back and front, plus different forms), in B/W and B2/W2. I have no doubt that every single Pokémon will be in this game, along with some of the best graphics, animation, and connectivity features seen yet on the 3DS.
They understand Pokemon is a big deal, and they've had plenty of time, so you don't have anything to worry about.
I haven't touched a Pokemon game since Diamond.

In Pokemon Battle Revolution, they used the same 3D models from pass Pokemon Stadium games, for the older pokemon. They look like polish N64 models, with the same animation from back then.
Some of them looked good, but others were awful, hopefully they give all pokemon an updated look.
Buuuut.........I did like some of the KO animations in pokemon stadium.

Game Freak obviously has lots of experience, and I'd assume a large team to do this. While other companies all work on lots of different games, they have a lot of people working mainly on one. (Harmoknight was still a small project). I doubt they'd shift to 3D if they were't able to without losing anything.

From what I heard, Game Freakwere given priority for 3DS dev kits.
Plus, I think they do have a large development team, plus they could hire additional artists for converting to 3D models.
If not all Pokemon were included, that would mean zero connectivity with Black and White since Black and White had every Pokemon. Therefore, it's safe to say that all Pokemon will be included.
I think there would be DLC packs with additional pokemon whether they are in the original code or not, not too excited about that, but that's how the gaming business works nowadays
I highly doubt there will be any form of DLC, and if there is it would be for something other than Poke'mon models.If there is DLC for Poke'mon X and Y it would likely be similar to the DLC in Poke'mon Black and White where one can download musicals among other little non-important things.
