I've had this problem for a while, and I didn't realize 'till just now I could post it here.
Anyway, my 3DS has a semi-freezing problem. It happens the most often when I'm using the Internet Browser (although in turn that happened the most often when I was using a spotty beach house WiFi), or when I'm trying to access the Internet Browser from a separate program (especially from Netflix). It also happens when I'm closing a program (again, especially Netflix). What happens is the "loading"/"unloading" screens, as in "Saving and quitting..." and that other one, just stay there. The home menu audio keeps playing, so the new program hasn't started. I usually wait about 30 seconds before I turn the power off (by holding the button, mind you.). Is this normal?

No, you should get it repaired I have never had mine freeze on me

urgh. it reminds me the freaking ps3 browser freezings.

i experienced something similar when i bought a new sd card (16gb lexar platinum II) i forgot to format it first, and the 3ds kept on having semi-freezes, or losing data.
resolved with a sd card format.

It happened to me before but all i had to do is turn off wireless communications with the switch, the console then imediately disconnected from internet and the other software i tried to start was able to load. Maybe you should try this before sending it for repairs...

Revenge is better with chili sauce... everything is better with chili sauce.

I prolly wasn't gonna send it in anyway, I need to watch Netflix all day every day.
