An Email from Nintendo JP Support reveals that the 3DS will have region codes similar to DSi and DSi LL (XL in America).

ニンテンド ーDS、DS Liteには設定されておりませんが、
There are no Region codes in DS and DSlite
DSi、DSi LL、3DS本 体にはリ ージョンコ ードが設定されております。
But DSI, DSILL,3DS has Regioncodes.
リ ージョンコ ードはゲ ーム機本 体とゲ ームソフトそれぞれに
The Region Codes are installed in each games and the 3DS itself.
設定されており、 両方のリ ージョンコ ードが一致しないと
If the codes dont match
ご使用いただけません。
You cant play
仕向地 国により、リ ージョンコ ードが異なるため、例えば、
If the region codes are different. For example
日本仕 様のゲ ーム機本 体で韓 国仕 様のゲ ームソフトを動かす
If you play a korean 3DS game with a Japanese 3DS system
(又はその逆)ということができない仕 様となっております。
(or vice versa) you wont be able to play at all.

i'd guess they're just making everything even across the board between their handheld and home console offerings. plus there's the Shops to be considered; the DSi was the first Nintendo handheld with region-locking, so maybe they decided that if the DSi Shop was to be region-locked, it'd be easier to just make everything from the DSi on region-locked... who knows.

ah well. as long as my imported DS games still work (and i see no reason why they wouldn't, considering they work just fine on my DSi), i'll be all right :3

When it comes to Nintendo's consoles, there haven't been any NA exclusive games worth getting anyway. A few timed exclusives maybe, but nothing much. If you don't count their download services of course, but it was pretty obvious from the start that would be region locked.

It's sad enough that the Wii is region locked (especially for us European Virtual Console fans). But why do we need region locks on handheld devices nowadays, too? When will Nintendo ever become customer-friendly? This is an absolute disappointment!

@@$$^&* wonderful, now I will have to also buy a Japanese 3DS IF I ever want to try any Japanese-exclusive games. Why all of a sudden Nintendo feels the need to go backwards AGAIN and make the 3DS region-locked? That's why I like the DS, PSP, and PS3 so much, because of the lack of region-coding so I can import games easily if I so desire. Nintendo needs to realise it's going to take something different and more effective besides region-coding if Nintendo wants to stop the pirates. It didn't stop the pirates from messing with the Wii; and unless Nintendo has something else up their sleeve, it's sadly not going to stop the pirates from trying the same thing with the 3DS.

@Noblo601-Nintendo has always region-coded ALL their consoles, whether it accepted cartridges or discs. It was just their handhelds were never region-coded, until now...

@hyper knuckles, sorry if I wasn't clear, but I thought it was just common knowledge that only the handhelds were region free...

Well, this is a huge disappointment. Knowing them though, they'd probably block any sort of Freeloader style device if one was created for the 3DS

"Cough....." The only one I can think of which isn't region locked, although PS1 (Discs) and PS2 games are. A number of Xbox 360 games are region free as well apparently

I don't think it has anything to do with piracy. It's more likely they're trying to get accurate software sale statistics by region so they can do their market research better. It also encourages publishers to import and localise titles which get attention from fans. In that sense region locking is a good thing.

...In an ideal world. In reality it's a really ineffective strategy. More often than not, publishers do not localise niche titles because they won't sell large amounts, even if they get a lot of fan attention. Everyone makes more sales overall if they don't lock regions since there is and has always been a sizeable audience who imports games from overseas.

When they region lock a console, it encourages their audience to modify their device so they can play the foreign games they want - which in turn encourages people to pirate because they will also be able to play any games they illegally download. If the 3DS was region free, it would at least give people the option to legitimately import those games rather than to pirate them.

What a shame.

I don't really see anyone being in the wrong by complaining about it...? Sure, if it was something cosmetic like 'oh noes they're not releasing the color i want in my area', whatever, but this is Nintendo continuing with a trend they had never implemented until the DSi, and honestly, it sucks a lot that they've chosen to continue it. :/

...crap. They'd probably block out Freeloader-esque devices via updates as Terra said, but I'd be willing to starve myself of features for the sake of playing Japanese or European games. That's unless cartridges come with firmware upgrades, which they probably do. It's quickly becoming more and more advantageous to hold off on purchasing a 3DS. Within a few years the price will be lower, meaning it would be less than like $900 to buy a 3DS from two or three regions. If I still care by then. >_>

At least old DS games will almost probably be region free, save for the DSi enhanced ones. More Stafy and Ouendan fixes ftw.

Yup, nothing wrong with being disappointed but a lot of people seem to think it's being done maliciously where it's much more likely to be done for the sake of regional publishers(and possibly at some of their requests). Consider European publishers especially, it can be hard to get licenses for these games and then it has to be approved by several different rating boards and translated into several different languages in which time it's often easier and cheaper for people to have imported. Unfortunately that means by the time the game is released the audience is significantly diminished. There's also a good chance that shareholders are very concerned about the exchange rates which are already severely hurting Nintendo's bottom line(actually come to think of it that's probably THE reason).

Still, as I said, disappointing.
